Law making is all about preparation.Preparing to obtain such powers through a referendum is no different. More energy is needed now the scene is set. I sat at Plenary to listen to Peter Hain address the Assembly at the close of 2009. The key discussion turned around the referendum when Mr Hain said he would not stand in its way, he obtained understandably warm endorsement. It is abouttiming. Well let's get on with it , there is a mood in Wales to change given the shabby behavoiur in Westminster. From reading statements by Carwyn Jones in Media Wales there is now every indication that there is a decision to go for an Autumn 2010 referendum to give primary law making powers to the National Assembly.
